Project Overview:
Bechtel is working with Korea Electric Power Corporation (KEPCO) supporting the Barakah Nuclear Power Plant (BNPP) in the United Arab Emirates (UAE). The Barakah site is located approximately 175 miles west if Abu Dhabi, UAE. The site is the location of four 1400 MWe APR1400 plants being designed, built and placed in operation by KEPCO. The operator of the plant will be Nawah Energy Company (NAWAH) that is owned by Emirates Nuclear Energy Corporation (ENEC) (majority owner) and KEPCO (minority owner). The Federal Authority of Nuclear Regulation (FANR) is the regulatory agency in the UAE.

Essential Duties:
The work scope for Bechtel is in a seconded mode to KEPCO to assist with the completion of construction and startup of the Units. The role is advisory in character, with the need to influence, coordinate and lead by example for collaboratively getting the plant completed, turned over to Commissioning and in operation. Specific duties include, but are not limited to, the following:

  • Technical liaison between NAWAH / ENEC / KEPCO.
  • Coordinating with FANR to work out on issues related to licensing, FANR field inspections, Root Causes Analysis, LC-6 (reportability).
  • Guiding or assisting with resolution of outstanding technical issues being raised during construction/startup (e.g., leakage of POSRV, ESW pump vibration, pump underperformance issues, and others).
  • Supporting issues related to systems / areas turnover to Operations (NAWAH).
  • Supporting pre-screening committee of Deficiency Notification Reports (DNR) and planning for resolution.
  • Coordinate and expedite critical design activities required to support system completion and turnover to Commissioning.
Basic Qualifications:
  • BS or higher degree in Engineering (i.e., Civil, Electrical, Mechanical, Nuclear. etc.) with demonstrated experience in Engineering Leadership for nuclear and thermal power plants.
Minimum Qualifications:
  • Excellent listening, oral and written communication, planning and organizational skills are essential.
  • Skill and experience in working with Clients in completing new plants or in modification of existing plants.
  • Skills and experience in completion of plants, including resolving issues, progress monitoring, and completion of walkdowns.
  • Knowledge of Project engineering processes and procedures.
  • Working knowledge of industry and regulatory guides, codes, and standards. Ability with work with nuclear regulatory agencies (UAE’s FANR)
  • Demonstrated skill in supervision of engineering activities.
  • Must be able to complete a pre-employment drug screen, and background check.
  • Possess the legal right to work and remain in UAE.
Preferred Qualifications

  • Ability and experience in working with an international team of various backgrounds.
  • Extensive technical knowledge of Quality, engineering systems, engineering calculations, applications of engineering methods and materials, applications of computer software to engineering problems to ensure the design is cost effective, in accordance with applicable safety, health, environmental regulations, customer requirements and engineering codes and standards.
  • Previous experience in System turnover to Commissioning
  • Working knowledge of engineering procedures, covering discipline deliverables, production and control, as well as organization and responsibilities for the Engineering Department.
  • Knowledge of business practices, project forecasting and control systems.
  • Professional Engineering registration in relevant engineering discipline and ability to obtain B-Cert.
  • Experience in resolving complex technical problems and the ability to articulate explanations.
  • Previous work experience in either Korea or Middle East is a plus
