I. Scope of Work

A. Background and Specific Challenges to Be Addressed by this SOW

The Kaizen Company seeks a senior public financial management expert to lead a dynamic component of USAID's Jordan Fiscal Reform and Public Financial Management project (FRPFM). As part of prime contractor Deloitte Consulting LLP s team, Kaizen contributes to the USAID Mission Goal of Improved Prosperity, Accountability, and Equality for a Stable Democratic Jordan, specifically Development Objective #1 of the Country Development Cooperation Strategy: Broad-Based Economic Development Accelerated, Intermediate Result #4, Fiscal Stability and Public Financial Management Improved. FRPFM focuses on four components to accomplish these objectives: 1) Revenue performance through improved tax policy and administration; 2) Budget efficiency and transparency; 3) Fiscal sustainability through structural reforms; and 4) Exit strategy.

Under Component 3, FRPFM is expected to improve fiscal management at the sub-national level in governorates, as well as increase public-private dialogue that leads to more inclusive and evidence-based fiscal policy. To improve fiscal management in governorates, FRPFM s focus is on policy implementation, improving individual skills, strengthening key institutions, and engaging governorates in a nationwide PFM ecosystem where information turns into action. Regarding policy dialogue, FRPFM will address the entire policy ecosystem and create effective and sustainable PPD channels. Through grants and capacity building support for select think tank and other non-governmental partners, FRPFM will help the Jordanian policy community produce high quality, independent products, present structured policy recommendations on existing GoJ proposals, and help shape the fiscal policy agenda. In addition Component 3, supports the business transformation at the Department of Lands and Survey (DLS) to better serve its customers and improve adherence to best practices in land administration. A part of this effort has been to pilot cybersecurity and risk management improved practices at the DLS that can be later expanded throughout the Ministry of Finance. Component 3 is supporting the Ministry of Finance institutionalize risk management with its coordination with the enterprise risk management committee at the Ministry of Finance.

B. Objective

The purpose of this Statement of Work (SOW) is to build the external capacity of non-state actors to conduct policy research and participate actively in robust public private dialogue with GoJ institutions. In addition, the position will oversee all activities associated with strengthening fiscal management at the governorate level as the decentralization process progresses as well as oversee all activities serving the Department of Land and Survey as well as Risk Management. The position will involve supervision of expert national staff and subcontractors that will provide short-term and long-term technical expertise.

Please note, this position is only available to U.S. citizens.

C. Specific Tasks under this Scope of Work

1. Tasks Related to Accomplishing the Scope of Work s Objective

The Component 3 Lead will undertake the following tasks:

• Provide programmatic direction to $785,000 FRPFM grants under contract mechanism.

• Guide the technical development of grant Requests for Applications on priority PFM areas.

• Provide mentorship to grantee organizations through the review of their grant deliverables to build their capacity in PFM analysis and dissemination.

• Support the implementation of the Decentralization Law by conducting a nationwide capacity building program at governorate level.

• Facilitate peer learning across governorate jurisdictions.

• Enable improved strategic communication functions at the MoF and its departments.

• Assist the holding of public private dialogue events on economic and fiscal topics.

• Coordinate the project management of business transformation initiatives with the DLS.

• Support the development of risk management and cybersecurity at the DLS.

• Develop enterprise risk management at the MoF.

2. Expected Outcomes

The Component 3 Lead will aim to achieve the below outcomes:

• Strengthening of at least three think tanks in conducting high quality economic and fiscal policy analysis through the grants program.

• Enhanced public private dialogue through a series of outreach events.

• Clarified inter-governmental fiscal relationships between national and sub-national levels.

• Strengthened fiscal management capacity at Governorate level.

• Enhanced strategic communication at the MoF and its departments.

• Improved customer experience with DLS services.

• Improved operation risk management at the DLS and enterprise risk management at the MoF.

II. Qualifications:

• Master s degree or higher in economics, public finance, business or related field

• Minimum of 12 years of relevant professional experience

• Team leader experience on large USAID funded projects

• Demonstrated component leadership experience of highly complex fiscal reform and economic growth-related projects in transition developing countries

• Experience in one or more of the following technical areas: intergovernmental finance, economic and fiscal reform public private dialogue, and or civil service management

• Proven ability to represent a complex project to host government and US government representatives, other donors and civil society

• Experience managing components of large programs in MENA, particularly Jordan, is preferred

• Fluent in written and spoken English. Fluency in Arabic is desirable.

III. Period and Place of Performance

The tasks will be undertaken in Amman, Jordan, the assignment will be long term. The assignment will commence upon approval on about mid-June 2018 and last for a period of 1 year. The Component 3 Lead will report to the Chief of Party.
